The International Civil Aviation Organization (ICAO), founded with the signing of the Chicago Convention in December 1944, is the United Nations specialized agency responsible for establishing international standards, recommended practices and procedures covering the technical, economic and legal fields of international civil aviation operations. ICAO's membership consists of 184 States.
