Finalists announced for inaugural Award of Excellence for Comptrollership in the Public Sector

OTTAWA – The Society of Management Accountants of Canada (CMA Canada) and the UK-based Chartered Institute of Public Finance and Accountancy (CIPFA) are pleased to announce the selection of finalists for the first recipient(s) of the Award of Excellence for Comptrollership in the Public Sector.

The annual award, consisting of a plaque and a $1,000 donation to a charity or scholarship fund of the winner′s choice, is given to a federal public servant or team working in a government department or agency making a significant contribution to financial management and/or comptrollership within the Government of Canada.

The finalists for this year′s award ceremony, which will take place on Monday, May 25, 2009, at the Fairmont Château Laurier in Ottawa, are (in alphabetical order):

•Canadian Nuclear Safety Commission: Brenda Brûlotte, Director, Accounting, Systems and Controls Division; Ghislain Cardinal, Financial Systems Analyst, Financial Systems; Patricia Fraser, Senior Cost Recovery Officer, Accounting Operations; Bruce Nicol, Senior Financial Systems Analyst, Financial Systems; Stuart Parley, Senior Financial Advisor, Estimates and Supply; Pierre Souligny, Director, Financial Planning and Reporting Division; Ivy Taudien, Senior Project Officer, Accounting Operations; and Heather Villeneuve, Financial Advisor, Financial Management.

•Canada Revenue Agency: James Ralston, CFO and Assistant Commissioner of the Finance and Administration Branch.

•Department of Finance: Marc-Olivier Charbonneau, Senior Economist.

•Indian and Northern Affairs Canada: Jim Quinn, CFO.

•Public Service Commission: Jean-Sébastien Dumas, Senior Systems Analyst; Christian Hébert, Senior Systems Analyst; Benoît Poirier, Financial Analyst; and Antoine Thibodeau, Director Accounting Operations.

•Service Canada: Elizabeth Dall, Advisor, In-Person Channel Management; Chris Gillis, Senior Financial Analyst, Centre of Excellence for Costing; John Jackson, Director General, Citizen Services; and Michael Saucier, Comptroller.

"We were very pleased with the exceptionally high calibre of nominees for this inaugural award," said Steve Vieweg, MBA, C.Dir., CMA, FCMA, President and CEO of CMA Canada, and a member of the award′s selection committee. "While selecting one winner from among the finalists was a challenge, the real winners are Canadians who can take confidence in the high quality of comptrollership of public finances provided by these individuals."

In addition to Mr. Vieweg, the selection committee includes Ruth Dantzer, President and CEO, Canada School of Public Service; Richard Dicerni, Deputy Minister, Industry Canada; Rod Monette, Comptroller General of Canada; Richard Monk, Managing Director, Welch Consulting Group; and Michael Tinkler, Professional Practice Manager, Raymond Chabot Grant Thornton/Synerma Inc.

The selection committee, at its discretion in any given year, may also identify a recipient for a Lifetime Achievement Award. This year the committee determined that the first CMA-CIPFA Lifetime Achievement Award will be presented at the dinner to Canadian Forces Rear-Admiral Bryn Weadon, B.M., CMA, CD. Rear-Admiral Weadon has served in the Canadian Forces since enrolling in military college in 1974. He rose to his present rank in 2006 and assumed his current position as Assistant Deputy Minister Finance and Corporate Services, and Chief Financial Officer for National Defence in February 2007. He will be retiring from the Canadian Forces in 2009.

"It was decided that his lifetime of service to Canada in the Canadian Forces and his exemplary career providing financial management and comptrollership for one of the largest, most challenging and most scrutinized public budgets makes him a very worthy recipient of this honour," said Steve Freer, Chief Executive Officer, CIPFA.

A limited number of tickets are available for the reception, dinner and award ceremony.
